Celina Daniell brings more than 35 years of permitting and development experience to her role as Permitting Project Manager at M&R Development. She guides projects through regulatory approvals, overseeing permitting strategy, pre-construction coordination, and municipal engagement from early planning through construction.

Celina is highly experienced in navigating complex land use regulations, municipal processes, and agency coordination. She works closely with town staff, regulatory agencies, consultants, and internal teams to proactively address challenges, streamline approvals, and keep projects advancing efficiently. The strong relationships she has built with municipal partners help resolve issues early and maintain project momentum.

In addition to permitting, Celina collaborates with construction, finance, marketing, and development teams to support consultant coordination, soft cost budgeting, fee negotiations, and operational improvements that strengthen the company as it grows.

Celina lives in Scarborough with her husband and enjoys spending time with family and staying connected to her community while taking advantage of everything Maine has to offer.
